Given that NO ONE has made a strategy puzzle in months 
, I'll give it another jump-start...
How about this:
For FE1:
Marth (Lv. 3 Lord [three levels should suffice]; he is armed with an Iron Sword and a Rapier)
Ulf (Lv. 3 Nomad [that's an Archer on horseback {duh}]; he is armed with a Steel Bow)
Zagaro (Lv. 1 Nomad; he is armed with a Steel Bow and a Bowgun)
Kashim (Lv. 4 Hunter; he is armed with a Regular Bow, a Steel Bow, and a Bowgun)
Their opposition...
At least six Lv. 3 Pegasus Knights armed with Javelins; BTW, they get to attack twice.
As far as setting goes, I propose a forested area surrounded by mountains.
