Maybe she does. You never know. What control the mechanics of dragons changing anyway?
I kinda think that since Ninian and Nilus do have their own stones that were just taken from them, and it maybe possible that Sophia doesn't really have one that may allow something about their transformableness.....like, Ninian came from the world of dragons, Sophia's not. Or something along that crap lines.

Theres also another small matter...
Nergal absorbed Ninnian's dragon stone and forced her to transform.
And on another note I think I mentioned it earlier but Sophia may just be a recessive dragon gene.

Wait wait wait, Ninian is only half dragon!? If she marries Eliwood, doesn't that mean Roy can transform as well if he is given a Dragon Stone!?

I don't think Roy can transform in dragon. Even if Ninian is his mother, he's like Sophiya, he's got a recessive dragon stone......
BTW, FE6 was not created fot giving us some questions about this, and the basic condition is: Roy is human.

Besides if Ninnian IS half dragon than it'd explain why Roy doesn't have any magic or special powers....Roy is only a quarter dragon or maybe not even dragon he could have easily got Ninnian's human blood and not her dragon blood.

It was said by Ninnian everyone dragon stone is specific to themself

Yeah, I think you might only be able to do it on the ROM. Regardless... it's not something you're supposed to be ABLE to do.
