So.. if you MEAN chapter 21, you need to have Milady alive. Talking to Gale doesn't affect anything I don't think, it's there for story, since Gale/Milady/Zeiss and history.
If you mean 20.... uh, which chapter 20 did you get? Sacae or Ilia? (Tents and nomadic troopers, or snow and pegasus knights? =P)

20 was in a castle? isnt chapter 20 the one with those tents or the frost mace place?.......anyways now im in chapter 22......stupid berzerk staff.....its so annoying......  |

20A, which you take if your NomadicTroopers are more highly levelled than your Pegasus Knights, is the one with all the tents and such. You're in the A route for about three or so chapters, and you get Dayan along the way somewhere.
20B is what you get if your PegasusKnights are at higher levels. Somewhere along the way you should get Yuuno, and this chapter takes place in Ilia - lots of snow, and partially in a castle.
