I have the translation, but how do you use it, whenever I play it, it's still in Japanese

If you use Snes9x or ZSnes:
Unzip the translation, moving the ips file to rom's folder. Rename the ips to match the rom's name (p.ex., fe4.smc -> fe4.ips). That should work.

Be careful with your patch, though - sometimes, they screw up the way your game works. I've had a couple that have frozen on me.
