It depends...
If you don't get to all the gaiden levels, it's Zephyr (or I think he's named "Zephiel" or something in the English FE7); he's a King and wields the Exaccus... which is perhaps one of the coolest weapons ever created ^_^
If you DO get all the gaiden levels, it's Idoun... the Mamkute with two eye colors. She transforms into a Dark Dragon... kinda like Medeus from book 2 in FE3 (well, they look different, but meh -_-)

he was good? with parents like that? Actualy yeah he was as good as good can be  all he wanted is for his parents to accept hima dn be proud of him and he loved his little sister . he was a very kind little dude hard to believe that he is evil when he gets older after seeing him in FE7 |

Zephiel is not even the *FINAL* boss...
the dragon in FE7 is harder

Zephiel is not even the *FINAL* boss... the dragon in FE7 is harder <_<; ;>_> Not really, if you abused Athos with Luna(which ignores resistance) or Eclipse(which reduces HP by half) he could be taken out easily... actually I did it in one turn... 1. Athos used eclipse, cutting the dragon's health to 60. 2. Have Nils make him move again. 3. Then Athos used Luna and brought the dragon down to 30. 4. Rath(with Reinflesche) did 5 damaga bringing him to 25. 5. Lyn with Sol Katti did 5 dagage which left him at 20. 6. Hector did 10 damage with Armads leaving the dragon at 10. 7. Eliwood did 15 with Durandal killing the dragon... |

Wow, Hector, Lyn and Eliwood did a lot more damage against the dragon for me...
Zepiel is so-so.. you have to kinda chip away at him unless you get lucky... I had Fir attack him, then Noah criticaled him....

Lyn and Eliwood were 20/20, and I think that Hector was around 20/12-13 because I was in Hector mode so he got promoted last and got less time to level... |

I've got better for the dragon in FE7: 1- give Luna to Athos and increase his critical with Nils 2- Attack the dragon and his Hp will be cut to 40 with a critical  3- Attack with the others, Hector and Eliwod, and good bye...... |

The RNG did very strange things for me too: Despite being at similar levels, Eliwood had MORE strength than Hector. This has never happened before. o_O I beat the dragon in one turn. Canas got lucky with a critical hit with Luna, another his with Luna (he's fast. o.o) to do 84 damage total and everyone else kinda pummeled the dragon. |
