Who recrutes Zies in chapter 16, I'm assuming its Milady. Also who can talk to Douglas, and who won't be attacked by him?

Yes, Milady. And Lalum can talk to Douglas, and I don't think he attacks her... (she's her kid!) but I could be wrong. She doesn't recruit him, he joins in the gaiden chapter if he's alive, but you probably knew that already. =P

Cause I need a way to pin douglas down so he cant move. I have elfin in the level but not percival or lalum. Does anyone have any strategies for that, or any strategies for this level in general.

Douglas won't attack Lalum or Erufin- so have Erufin block the stairs. Quite a lot people can talk to Douglas- Cecilia, Klein, Percival, etc but it makes no difference.
Get Roy and some powerful units to go right and clear out the mages etc. and get Hugh. Make the Mages casting Thunderstorm waste all their magic with some strong unit like a Pegasus.
Get all your other units and a thief to the left and get another strong unit advance while wasting the Bishop's purge spell. Don't open the door and get long range units take out the mages and Paladin and when reinforcements come pick them out from that top corridor.
What else is problematic?
EDIT: I don't think you need to talk to Douglas to get him anyway

I see what you are saying. But whenever I open the door, near where the paladins are, Douglas comes back that way. A few turns later the theifs come and I recruit Cass, then the reinforcements come and eventually, Douglas is leading this charge of like 20 units (mercenaries, fighters, and mages). Normally I would fight them off, but Douglas is always in front. Last time I attempted the level, I managed to get douglas pinned on the stairs with all of the reinforcements behind him. Then stupidly I attacked the Mamkute using the Wyvern Slayer sword. On the counter attack, the mamkute criticaled Rutger. My units that I brought to the chapter are lvl 20 Roy, lvl 20/4 sue, lvl 20/6 Rutger, lvl 20/3 Dieck, lvl 20/6 Lugh, lvl 20/2 Milady, lvl 10 Sophia, lvl 20 Gonzales, lvl 20/4 Lilina, lvl 20 Clarine, lvl 14 Elphin, lvl 20 Chad, lvl 1 Fa, and lvl 1 Merlinus for treasure purposes. I also have a lvl 20 Fir, a lvl 20 Rei, and a lvl 20 Elen. I'm thinking maybe I should just not bring Fa, Merlinus, and Sophia and use my other people just so I don't have to worry about any weaker people getting hurt. What do you think, does that sound like a good idea.

USE FA! I say this because a) her expierence goes up major fast, and b) if you get her to lv. 20, she'll almost be maxed out on most categories. If you're really unsure about her, then give her an Angel's Wings and boost her HP.

Oh of course I'm gonna use her. Its hust that she's a hinderance in that level (its the first level you can use her). I'll use her in the gaiden chapter that comes next.

But using Fa imply to wear down her Dragon Stone too, what a cruel dilemna..... Okay you can use Hammerne on it, but is it preferable to use Hammerne on the Sword of Seals or other Divine Weapons......? hum.....

You cant actually Hammerne the Dragon Stone. Only way to refresh it is to use the Berserk glitch.
And yes I also use the Repair staff on the Fuuin no Tsurugi, simply because I one man army the last few chapters with that weapon.

You should rush to Douglas thru the right route (yes it sounds stupid) so when you open the door by the paladins it should be pretty empty except for reinforcements. Maybe you should get Lugh to rush at Douglas with Erufin behind him and Sue. Move Sue to a 1 space corridor and lure Douglas so he will attack Sue and heal her with Lugh's staff. That should keep Douglas busy.
Use Fa to absorb hits from the Bishop's Purge. The mamkutes don't move I think so use magic on them. Stupid Rutger's low luck... tsk.

beware of the lighting bolts, they don't appear where the enemise are positioned at the start of the game...
