They are something like traitors to Etruria by siding with Bern. Don't know much else though.

Here's all I know:
Roartz and Arukarudo were cowardly nobles of Etruria. Arukarudo is the closest adviser to the King of Etruria and Roartz is the boss of mining corporations in the western isles. When the king's son (Elphin) died (it was faked), the king became so sad that he ignored everything, including his country. Roartz and Arukarudo took advantage of this and took control of Etruria for a fatter wallet. Bern convinced them for ultimate power by joining them and (obviously) they agreed.

You got Alucard and Roartz backwards. Alucard is the governor of the islands, while Roartz is the prime minister.
