I've left my Rutger and Fir together for an insane amount of time and yet they will not support with each other. Why haven't they?

Because you haven't waited long enough. They take forever to raise.
Plus, I think there's a limit within a chapter.

Well I've kept them together for the majority of the time since the chapter I got Fir. Oh well, good things come to those who wait eh?

Must be a limit, I ended up sticking Clarine/Dieck/Lance for about 200 turns together...tsk...

if you really want thier support make sure all other characters are well away from each other, unlike the support level limit in FE7, there is a support point limit in this game, the amount of support points in each chapter can only active about 2~3 support talks...
