I beat the game long ago but now I forgotten how to open the sewer gate in Alm's path. I finished Alm's path but I haven't finished Celica's path yet. Could that have anything to do with it? Last time I beat Celica's path before finishing Alm's.

Yeah... you gotta open the sewer gate in two spots: one in Alm's path, and one in Cecila's path.
