Wrong game Legualt. Anyway I don't remember the exact chart but you can find it on gamefaqs or at Paola's site.

Err, many of us probably know where to get the characters, and if not there's plenty of resources out there *coughGameFAQscough*
Anyway, to get Legault on FE7, talk to him with Eliwood or Lyn on Chapter 19 during Eliwood's route, or with Hector or Lyn on Chapter 20 during Hector's route.
