The Constructive Criticism brigade has been revived from the dead, hoy.
You have a problem with face proportions. Eliwood's face is too long and his eyes too large. Placement of eyes has him looking at nothing in particular, too, which isn't the best option possible. You want him to look at something, otherwise it's a blank look, and it's bad in that way. Overall, the character expressions have a lot of room for improvement. They're smiling, but you're not entirely convinced that they're happy. Things like that. More proportion problem would be head vs. body. You made the heads too large. Try making it smaller. You can use wireframe lines if you're not sure.
The line art is also a problem. Either you didn't ink fast enough and the ink line got blurred in the paper, or you had too much contrast/sharpness in your scanner. The jagged line doesn't really add to the atmosphere.
CGing. I'm not an expert in this field, so I'll just say what I can. You're trying to make the hair flow as a body of hair, so try to disengage from individual tufts unless the tufts are free. Lyn's hair is a prime example of this. Put more effort into how the hair join in the middle of the head. The light green patch doesn't look good, because her hair is different from Eli's.
Clothing. More folds would be nice, and more realistic shading too. You're using two very similar shades on the same cloth, that makes it hard to see how it folds. Real shadows are deeper than that. This goes for the skin, too.

You know...Eliwood's chin is naturally long...so you can't really say anything about that...Truthly, I had to observe Eliwood's and Lyn's official picture for a long time and then draw it...also, I've just started to learn how to do creases and everything...Yet, I'm still so young! I know I have so much to improve! I'm only 14 years old! You're obviously older than me as well. I'll probably be so much better when I'm your age, SummerWolf. But thanks for critisizing. I think I needed it so that I can improve. ^_^

That's a nice cg you got there. Good coloring and shading. Just that I don't like Eliwood and Lyn as a couple, I like Eliwood and Ninian. ;D

I like what you did with the hair. I think I kinda see it in the clothes too maybe (redgreen color blind messes colorperception up). I would have to say the proportions are about right with this being an anime inspired piece there fore as opposed to summerwolfs comments the heads are the right sizes. Though Eliwoods head looks like he would be leaning forwards where as his body isn't so he looks like he is kinda contorted. however I would have to say, for 14 years old you are doing quite well.

Unless we're going SD, head proportions is quite an important thing in anime. In fact, the whole proportions thing is quite important. Most serious people use 'wireframes' when they're trying to scenes from certain angles.
The editors in manga mags around here are quite strict, you know. ><

Face proportions? Well.....I practiced without any help there, so I guess I can't point out any resources. But if you want to see if you've got it wrong or not, hold the back of the paper you draw to a light source. What you see will be flipped, so you'll know when you get it right.
For body proportions, How to Draw Manga isn't bad as a resource. But I suggest you make a lot of observations when you read manga, too. It's not good to rely on just one source. There's no such thing as one size fitting all.
And practice a LOT.
RoyLover : Yes, you'll get better. ^__^ I criticize so much because there was no one to criticize me when I was your age (yes, I was young once), and improvement was VERY slow. I think I did a slightly better job with the folds, but I've been studying Clamp's folds at that time, so.....let's say I have unfair advantage. ^^;;;; (Oh, and Eliwood's chin isn't that long. From his face alone is right, but drawing his hair like that makes it too long. You have to think in terms of a human skull fitting in there)

Well, I do have books like How To Draw Manga. The only book like that that I have read the whole thing about was How To Draw Anime & Game Characters: Bring Daily Actions to Life. I can't believe I actually read the whole thing!
