Falina is a neutral reinforcement that flies right next to Hector, and I beleive you don't have to pay the 20000 to her, you just have to agree to do it(ie she won't accept it).

Kara, you talk to her and her Barthol enters combat. If Kara(which is suprisingly kind of hard, my Barthol was quite strong, I was lucky the weapon I gave him had one usage left), survives you get her.

Lyn can recruit quite a few other characters after chap 10

Yeah. She recruits Rath in chapter 21 I think. She can recruit others as well, there are some characters (like Wallace) that almost anyone from Lin's route can recruit.
