In short, ROMs are copies of Read Only Memory. The ROMs we talk about are copies of video games that can be played on emulators.
I'll just cut to the chase and say that a) they're not legal, and b) we don't tolerate requests for ROMs here.

Actually, some roms are legal, but only Public domain that were homemade (or shareware).

Some texts says you can have the ROM if you have the original game, but some guys say that's a big lie.....

If you read the game manuals, it says in them that it is not legal to make/have backup copies. Or something to that effect. I don't have any with me at the moment so I can't check.

According to GameFAQs, U.S. copyight laws allow you to make one backup copy of software you own. However, if you sell or give away the software, you have to detroy your backup copy.
Bah, I wouldn't really know, anyway. I don't live in the US.

That's an accurate statement. Downloading ROMs, even if you own them, is not legal.
